The adopted bill provides for the creation of a program of state guarantees, which program should determine the list and scope of medical services and drugs that will be paid for by the state at the expense of the state budget. For the implementation of this program, at least 5 percent of GDP will be allocated in the state budget, and this expense will be protected. The program itself should be developed by the Ministry of Health in coordination with the Ministry of Finance, and will be approved by the parliament within the framework of state budget bill adoption every year.
