Censor.NET reports live from the session of the National Defense and Security Committee of the Verkhovna Rada of Ukraine.
This is the second session of the Committee held on Oct. 5 - its members gathered again due to the bill filed by the president regulating special order of self-government in separate areas of the Donetsk and Luhansk regions.
The bill in question is bill #7164 on creation of necessary conditions for peaceful settlement of the situation in separate areas of the Donetsk and Luhansk regions.
This morning, the committee during its first session recommended improving the first draft of the bill. The bill was recalled and submitted as the improved draft: it read that the special order of self-governance in separate areas of the Donetsk and Luhansk regions will come into effect only after Russia withdraws its troops and hardware from the east of Ukraine.
Earlier today, the committee of the Verkhovna Rada on national security approved the bill #7163 "On special aspects of the state policy aimed at securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions" and recommended the parliament to adopt it in first reading.
