According to investigators, the retired captain of the 2nd rank collected classified Black Sea Fleet data. The FSB says he was an undercover agent of the Ukrainian Defense Intelligence.

On Aug. 10, the FSB issued a formal statement on the alleged prevention of a series of terrorist acts in occupied Crimea prepared by the Chief Directorate of Intelligence of the Defense Ministry of Ukraine and aimed against peninsula's critical infrastructure facilities. Several citizens of Ukraine Yevhen Panov, Andrii Zakhtei and Redvan Suleimanov were arrested as those involved in the case.
