The SBU and the State Border Service officers detained two Russian Federation citizens during their illegal border crossing attempt beyond an official border crossing point in the Luhansk region. They had a task by Russian special services to take part in activities of extremist nature, the press service stated.
According to one of the detainees, Russian citizen Sergei Zaplanov, just before leaving for Ukraine he had been instructed by a FSB officer, who also assisted with the border crossing.
Zaplanov's task was to participate in activities of the "Donetsk People's Militia" and gather intelligence information on social and political situation within the region, as well as about organizations acting in Donetsk and Luhansk. "Russia is interested in a controlled opposition in Ukraine," Zaplanov said.
