Secretary of the National Security and Defense Council of Ukraine (NSDC) Oleksandr Turchynov said that the presence of representatives of Russian Federation and other countries cooperating with Russia among the OSCE observers drastically reduces the effectiveness of the Special Monitoring Mission to Ukraine.
