Would somebody, please, remind the President that he has the right and the ability to fire incompetent subordinates. And if these subordinates demonstrate incredible stupidity combined with imitation of work their dismissal - is an obligation of the head of state. Yes, you can remind him about obligations as well.
This week, head of the State Agency for Investment and National Projects Vladyslav Kaskiv revealed himself to Ukraine and the world in all his glory.
Together with him history was made by Prime Minister Mykola Azarov and Minister of Energy and Coal Industry Yurii Boyko. It is in the presence of the last two that Kaskiv signed an agreement on the management of the consortium for the construction of LNG-terminal for $ 1.1 billion with the Spaniard Jordi Bonvehi. But as it turned out, neither Kaskiv nor Azarov or Boyko had any idea that Bonvehi had no right to sign on behalf of the Spanish investor Gas Natural Fenosa. «Gas Natural Fenosa has not signed any contract with respect to investment in LNG-terminal in Ukraine, or on the management of consortium for the construction of the terminal," says the statement of the Spanish company. Kaskiv has already told the press that he was sure (!!!) that Bonvehi represents the interests of Gas Natural Fenosa. Human folly together with amateurishness can dog terrible things. A special decree forbidding them to sign any documents has to be made for such officials.
Mykola Azarov is certain in Ukrainian stability. Viktor Yanukovych is confident that we have democracy. Serhii Arbuzov believes that the 15% tax on foreign exchange will benefit every Ukrainian citizen. But even in this absurd company Kaskiv certainly stands out.
In the end, the veil of secrecy was removed. The Spaniard was real but did not have the right to represent Gas Natural Fenosa. "Bonvehi does not work for Gas Natural. He is a professional commercial representative, and he represents the interests of Gas Natural, Enegas, and other Spanish companies. ... In this case, Bonvehi technically organized the visit of Gas Natural representatives to Ukraine, and was to accompany them during the ceremony," said the curator of the LNG-terminal National Project Vitalii Demianiuk. According to him, the arrival of representatives of Gas Natural was expected on Monday but they have not arrived to Kiev. "After getting in touch with Barcelona he decided that he could sign an agreement confirming the authority later ... But then there was a misunderstanding in Gas Natural and it turned out found that Bonvehi actually exceeded his authority" summed up Demianiuk.
The Spaniard himself admitted that he had no right to sign the document. However, he noted that at the time of signing he thought that he had such an authority. "I thought I could sign (the agreement) and then agree it with the company," he said. Damn, these are adult people but the excuses are like in high school: one was certain the other thought he could. As a result Ukraine is a laughing stock all over the world. And not for nothing. Or rather a nobody. Meanwhile, the opposition demands immediate prosecution of President Yanukovych, Prime Minister Azarov and head of the State Investment Agency Kaskiv for fraudulent transaction. First Deputy Chairman of Batkivschyna-BYuT faction Serhii Sobolev said that the fraud of concluding a contract on behalf of Kaskiv, Azarov, Yanukovych with nonexistent persona of a global company requires a transparent investigation on the matter how much did Azarov, Yanukovych and Kaskiv personally received from the transaction and whether Kaskiv has a higher education diploma?
"Stealing money from the budget is not taught in universities," said Sobolev and added that he has reliable information that Kaskiv does not have a higher education. Therefore, according to Sobolev, Kaskiv has no right to hold a high public office, and, accordingly, does not have the authority to sign state documents. Kaskiv himself demonstrates equanimity bordering on shamelessness. "I think that kind of talk is natural. And if it will contribute to the realization of the project - what's the problem?" Kaskiv said when asked about his resignation.
Of course, for starters, the head of the State Agency for Investment and National Projects should be to fired. Without a moment's hesitation. At least for non-compliance to the position. The man proved to be a complete amateur, even in the team of Azarov's "professionals".
