In March 2016, the energy regulatory agency approved a new methodology for determining the wholesale market price for electricity. This is the price at which TPPs sell electricity on the market. In particular, it takes the price of coal
into account. This method stipulates that the cost of coal in the production of coal-thermal generation is considered by the formula "the cost of coal in the port of Rotterdam + the cost of its delivery to Ukraine." In August, the NABU said that they suspect the leadership of the energy regulator of collusion with the business when using the formula "Rotterdam +" to increase the price of electricity.
