"Tonight, the prime minister will make a decision on the introduction of the filed candidate at tomorrow's meeting of the Cabinet of Ministers of Ukraine. I proposed this candidacy upon the results of an advisory competition held at my request between Dec. 15, 2016 and Feb. 6, 2017," Avakov wrote.
According to him, the selection of candidates was carried out by the advisory selection commission, a temporary consultative body established for the purpose of the contest. The commission was composed of independent international and national experts (six members):
Mikael Lyngbo - independent rule of law and transitional justice expert;
John Montanio - senior counselor, International Criminal Investigative Training Assistance Program (ICITAP) Regional Project Office in Ukraine;
Joseph McAllister - a consultant of the Canadian government Police Training Assistance Program (PTAP);
Yevhen Y. Zakharov - founder of the Ukrainian Helsinki Human Rights Union (UHHRU), Director of the Kharkiv Human Rights Protection Group;
Roman V. Romanov - Human Rights and Justice Program Initiative Director, the International Renaissance Foundation, Kyiv, Ukraine;
Vitalii E. Portnikov - well-known journalist and publicist.
"Taking into account the opinion of the commission members, I proposed the Cabinet to appoint Serhii Kniaziev head of the National Police of Ukraine," Avakov said.
On Jan. 24-25, the commission selected 10 candidates that were invited for an interview. Their names were announced on Jan. 26. The interviews took place between Jan. 30 and Feb. 3, each taking up to three hours and covering matters like police reform, fighting corruption in the National Police, creating organizational culture within the National Police, improving the relationship between police and society, etc.
On Feb. 4, three candidates, Kostiantyn Bushuiev, Andrii Vyshnevskyi and Serhii Kniaziev, made it to the final.
