Prime Minister of Ukraine Volodymyr Hroisman wrote on Facebook, Censor.NET reports.
"I did and still do believe that this (decentralization - Ed.) is one of the key reforms aimed to return Ukrainians a sense that they are masters of their land," the prime minister wrote.
Hroisman stressed that the issue of decentralization triggered heated dispute in the government.
"But the reform was kicked off nevertheless. And now the communities have possibility to get more revenues to local budgets and allocate them effectively for the development of cities, towns, and villages," he noted.
He cited Kovel, the Volyn region, as a city where the budget surplus amounted to 17.6 million hryvnia in the first half of 2016 thanks to decentralization. According to him, the increased revenues made it possible to repair roofs of the city schools, refurbish a kindergarten, make major repairs in the city hospital, reconstruct the Administration Service Center, and improve a number of city facilities.
"Well, the decentralization really works, while me and the team involved in its kick start are extremely delighted to see these results. And they inspire us even more to move forward in implementation of the changes Ukraine needs so desperately!" he wrote.
