As reported by Censor.NET, Petro Poroshenko Bloc (PPB) MP Serhii Leshchenko and journalists Anton Marchuk and Sevhil Musaieva-Borovyk wrote in the article published by Ukrainska Pravda.
"This is the spreadsheet of the Party of Regions' expenditures, which has been almost simultaneously obtained by former journalist and current lawmaker Serhii Leshchenko and ex-Deputy Head of the Security Service of Ukraine Viktor Trepak. The expenses on politics were recorded in great detail, while the total amount spent exceeded $66 million. The members of the Party of Regions have spent this amount for the "party needs" within less than six months of 2012," the article reads.
"We have analyzed and published only those separate pages obtained by the editors office. Some of the information is missing in the documents. For example, we do not have data on the Party of Regions' expenses between early October and Nov. 23, 2012 which is the main period of the parliamentary election campaign," the outlet emphasizes.
"The variety of names which include former and current MPs, ex-ministers, members of the Central Election Commission, top managers of TV channels, survey research firms heads, and political consultants is striking. Here you can find the surnames and initials coinciding with the ones of the former minister and MP Sivkovych, ex-Minister of Justice Lukash, ex-Foreign Minister Kozhara, Central Election Commission Head Okhendovskyi, former and current lawmakers Heller, Myrymskyi, Kaliuzhnyi, Kostenko, Skubashevskyi, Demydko, Kovalevska, Yanukovych's bodyguard with a Russian passport Zanevskyi, political consultants Bondarenko, Mustafin and Hranovskyi," the authors stress.
"The documents also provide information about persons involved in transfer of millions of dollars to the ICTV and Inter TV channels, regional printed media and FM-radio stations for Party of Regions' PR-campaign. Besides, the documents also provide evidence that the Party of Regions was funding Nasha Ukraina and Communist parties during the election campaign-2012," the article reads.
"The analysis of the documents suggests that Party of Regions' MPs Yevhen Heller and Vitalii Kaliuzhnyi were major overseers of the party's activities. Their assistants received funds for party expenses and the lawmakers themselves were often mentioned in the records," the authors note.
"As noted above, this data covers a short period, whereas former senior official of the SBU Trepak submitted the documents covering the entire period of Yanukovych's tenure to the National Anti-Corruption Bureau. According to Trepak, the total expenditure of the Party of Regions on political corruption amounted to about $2 billion," the outlet emphasizes.
"We believe that we have no right to gloss over the facts which we have learned from these documents. Many persons mentioned in the off-the book financial schemes remain unpunished while some of them still take active part in the Ukrainian political life. We hope that these data will be the basis for a large-scale investigation by law enforcement authorities," Leshchenko, Marchuk and Musaieva-Borovyk wrote.
