 Unique anti-corruption instrument introduced, - Poroshenko signs new law on public procurement. PHOTOS

The president is confident that the law of Ukraine on amendments to certain laws of Ukraine in the sphere of public procurement regarding bringing them in conformity with international standards and taking measures to overcome corruption is a new powerful weapon against corruption.

The head of state noted that a lot had already been done to overcome corruption - establishment of the National Anti-Corruption Bureau of Ukraine, new police, the Anti-Corruption Prosecutor's Office.

"We are creating an absolutely unique instrument that helps receive practical results in fighting corruption," the president informed, while putting his signature on the document.

Petro Poroshenko emphasized that the new law will help eliminate corruption in the most venal sphere - public procurement. It accumulates the biggest amount of state funds and has used quite vague mechanism up to this day: there existed 25,000 tender committees which, in spite of their original purpose, did not contribute to saving money - losses made UAH 135 mln (about $6.2 mln) a day.

"We can finally use a mechanism which ensures absolutely clear procedure, creates opportunities for efficient public procurement system enabling to monitor and control procurement from any location," the president noted.

The head of state stressed that electronic trading may help save up to UAH 50 bln (about $2.3 bln) of budgetary funds a year. "Within a very short period of time we can save, according to preliminary estimates, up to UAH 50 bln. These savings will remain with the state, public enterprises and will go to the state budget in the form of taxes," he said.

Petro Poroshenko thanked the staff of the Ministry of Economic Development and Trade and especially volunteers and civil activists responsible for creating a platform for transparent procurement procedures. "We have many examples when the effective work of volunteers saves large amounts of public funds. Volonterskyi Desant (public volunteer project - ed.) representatives in the Ministry of Defense became pioneers. I am glad that now we have Volonterskyi Desant in the Ministry of Economy. Our actions against corruption should be as effective as those at the front," the head of state said.

The President urged ministries and regional state administrations to start using e-procurement. "If you use it, it will be a very good sign. Otherwise, it means that you have certain motivation to avoid transparency in procurement. It will be a very important characteristic for me," he noted.
