OSCE Secretary General Thomas Greminger said at the Warsaw Security Forum that talks on the settlement of the situation in the Donbas have reached a deadlock.

The secretary general stressed that the Trilateral Contact Group on the peaceful settlement of the situation in Ukraine's east was making efforts in various directions, but the parties to the negotiations had insufficient room for maneuver without political signal from the Normandy Four (Germany, France, Ukraine, Russia) and the OSCE observers.

He drew attention to the recently discussed deployment of the UN peacekeeping mission in the Donbas. Greminger believes these talks can somewhat divert attention from the implementation of the Minsk agreements.

Dwelling on the security situation in the Donbas, the OSCE secretary general noted that there was no significant improvement as tensions escalate several weeks after the declaration of the next truce.

Greminger says that a great number of heavy weapons are deployed at the line of contact making resumption of a large-scale hostilities highly plausible.
