The U.S. official told a briefing on Monday, Censor.NET reports referring to the Voice of America.
Volker expressed opinion that Russia has only two options in the Donbas. He believes that the first option - a frozen conflict similar to those in Abkhazia, South Ossetia or Transnistria - will come at a cost for the Russians, but they will do it no matter the expenditures if they want it desperately.
Another option is when Russia withdraws its forces and contributes to the deployment of UN peacekeepers which will bring peace and encourage implementation of the Minsk process.
However, Volker ruled out the possibility of turning the situation into a long-running conflict. He believes the international community does not want another Cyprus. The U.S. envoy recalled the long-standing peacekeeping mission in Cyprus and said he did not think that option was the one Ukraine sought.
