A source in Odesa regional Military Prosecutor's Office disclosed Censor.NET the essence of the conflict at Odesa-based Shkilnyi military airfield.
The law enforcer said that a local developer constructing a shopping center near the abandoned military airfield moved the fence surrounding the facility under decision made by Odesa authorities on the basis of permit previously issued by the Building and Construction Authority of Ukraine. Despite the fact that the borders of the land plot with the airfield on it were designated by no official document, this territory was guarded by the servicemen of the military unit.
The source said that the servicemen guarding the military facility were authorized to use lethal force against intruders under the garrison standard operating procedures of the Ukrainian Armed Forces. All officials involved were aware that the actions of the real estate developer would spark a conflict, he stressed.
According to the source, a group of persons representing the developer moved the fence some 80 meters away from its initial location. The military base command called the police following that incident. The guards who were sent to the scene failed to take measures necessary to establish order on the territory of the military facility while the police said they had no authority to intervene as the developer allegedly had all required permits.
The source says the law enforcers are going to initiate investigation to hold accountable the officials of the Building and Construction Authority and Odesa City Council members for issuing permits that could have resulted in grave consequences. In turn, the military unit command may be held to account for inaction.
Earlier, the Ukrainian military authorities reported about the unsuccessful attempt to seize a military unit in Odesa committed by some 40 individuals wearing balaclavas.
