The text of the statement was published by his attorney Serhii Perepelytsia on Facebook, Censor.NET reports.
The Volkswagen driver said he drove on the green light, while Lexus was racing at high speed.
"Due to poor health condition that resulted from traumas received, I was noе able to offer my explanations regarding what happened.
"I know there have been numerous versions of the event, but I would like to voice an official statement on the car crash that happened on Oct. 18, 2017, in which I was, unfortunately, involved.
"As I was moving to Sumska and Mechnykova Streets intersection, I was doing it on the green light. I made sure crossing Sumska Street was safe, I watched around, there was no Lexus at sight. So I started moving towards the intersection focusing at the pedestrian crossing at Mechnykova.
"It all happened really fast, I was not even able to understand what happened right away.
"The Lexus came racing out from nowhere! I didn't see it and couldn't see it as it was driving at crazy speed.
"It was not there when I started moving, and it took several seconds for us to crash.
"I am aware that being sorry will not get anyone back, but I want to extend condolences to all families whose relatives were killed in this terrible accident," Dronov said in the statement.
