The bill "On special aspects of the state policy aimed at securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions" is of strategic importance for Ukraine.

This was announced by National Security and Defense Council Secretary Oleksandr Turchynov during the evening session of the parliament on Thursday, Oct. 5, Censor.NET reports.

"The proposed bill is of huge importance for our country: it creates legal conditions for restoring territorial integrity of Ukraine, complete de-occupation of the Donetsk and Luhansk regions; secures strong and unshakable legal position of Ukraine in international courts, negotiation processes; blocks all attempts of the Russian Federation to continue aggression, disguised as peacekeepers. The most important is that the bill is clear and explicit in defining Russia as the aggressor state, and the separate territories of the Donetsk and Luhansk regions as occupied," Turchynov said.

He said the activities of the Russian Federation, Russia-controlled military detachments, and occupation administration of the Russian Federation constitute a violation of the international humanitarian law, are illegal, and any legal act issued in connection with such activities is void and has no legal consequences.

On Oct. 5, the committee of the Verkhovna Rada on national security approved the bill #7163 "On special aspects of the state policy aimed at securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions" and recommended the parliament to adopt it in first reading.
