The bill in question is bill #7164 on creation of necessary conditions for peaceful settlement of the situation in separate areas of the Donetsk and Luhansk regions.
After the session, journalists asked committee members which provisions of the bill will come in effect immediately if it is adopted by the Rada. Committee Chairman Serhii Pashynskyi said that "before the Russian Federation leaves our territories, no provisions will be implemented."
This morning, the committee during its first session recommended improving the first draft of the bill. The bill was recalled and submitted as the improved draft: it read that the special order of self-governance in separate areas of the Donetsk and Luhansk regions will come into effect only after Russia withdraws its troops and hardware from the east of Ukraine.
Earlier today, the committee of the Verkhovna Rada on national security approved the bill #7163 "On special aspects of the state policy aimed at securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions" and recommended the parliament to adopt it in first reading.
