The commission also ordered the secretariat to create a working group that will include the suggested amendments in the bill prior to the second reading. MP Andrii Levus proposed to withdraw the mention of the Minsk agreement in article 7 and replace it with words from the U.N. SC resolution where it supported the Minsk agreements.
The committee has rejected an alternative document submitted by a group of MPs from Samopomich faction.
The bill #7163 "On special aspects of the state policy aimed at securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions" was submitted by President Poroshenko on Oct. 4.
The bill is to create new legislative foundation to solve the issues on repulsing enemy aggression in the Donbas and restoring territorial integrity of Ukraine within internationally recognized borders.
The bill provides for defining separate areas of the Donbas that are not controlled by the Ukrainian government as temporarily occupies territories.
The document reads that Ukraine does not recognize the criminal seizure of part of the Ukrainian territory by Russia and that Russia has organized, initiated, and supported terrorist operations in Ukraine and is conducting armed aggression against it and temporarily occupying part of its territories.
On Thursday, Oct. 5, the committee is considering two bills authored by President Poroshenko, registered yesterday. The bills are defined as urgent and concern securing the state sovereignty of Ukraine over temporarily occupied territories of the Donetsk and Luhansk regions (#7163) and "On creation of necessary conditions for peace settlement of the situation in separate areas of the Donetsk and Luhansk regions" (#7164). An alternative bill #7163-1 "Draft Law on peculiarities of the state policy on securing state sovereignty of Ukraine over temporarily occupied territories" has been also taken for consideration.
