U.S. Special Envoy on Ukraine Kurt Volker says it's not a civil war in the Donbas and says no one will talk with self-styled "republic" militants as they do not make any decisions.

Volker said they do not talk with "authorities" in Abkhazia or South Ossetia, and that it must be understood that the conflict in the Donbas is not an independent ethnic uprising or a civil war. There is some external power that uses the local population as a cover for creation of such situation, Volker said at the 14th Yalta European Strategy conference in Kyiv on Saturday answering a question on possibility of having a direct dialogue with the leaders of the Donbas terrorist organizations Zakharchenko and Plotnitsky.

Russia wants that the talks are held with the Donbas terrorists, Volker said, as it frees the Kremlin from any responsibility. Moscow wants the negotiators to be stuck in the talks with the people who do not make any decisions, while strategic decisions are needed, Volker said.

The U.S. envoy said he intends to talk with Russia to change its strategic decision making in the matters like occupation of the Ukrainian territories, Interfax-Ukraine reported.

Volker said his job is to show Russia that it did not achieve what it wanted, and if he succeeds, some strategic decisions will be made in the areas of occupation and release.
