 2018 Defense Budget should provide for financing priority defense and security tasks, - Turchynov

A meeting to talk over the 2018 Defense Budget of Ukraine has been held under the chairmanship of NSDC Secretary Oleksandr Turchynov.

As reported by Censor.NET citing the National Security and Defense Council (NSDC) press service, the meeting was attended by First Vice Prime Minister of Ukraine Stepan Kubiv, Minister of Internal Affairs Arsen Avakov, Minister of Finance Oleksandr Danyliuk, Minister of Defense Stepan Poltorak, Security Service chief Vasyl Hrytsak, the leaders of the National Guard, the National Police, intelligence agencies and other law enforcement agencies of the country.

According to Turchynov, the defense budget is drawn up under the National Security Strategy of Ukraine "and will be not less than 5 percent of gross domestic product". "This approach is already an axiom for the budget policy of our state," he said.

The NSDC secretary stressed that the next year's defense budget would be more realistic than ever, "where every single kopeck will provided from real sources."

He stressed that the budget's main peculiarity is that most of finances will come from the general fund and will amount to 156,4 billion hryvnias ($6.097 billion). The special fund will be formed solely on the basis of proposals from the defense and security ministries and institutions and will amount to around 6,3 billion hryvnias ($245.602 million), that is the total amount will be not less than 162,7 billion hryvnias.

Turchynov emphasized that the budget development process should involve the consideration of the increase in the financial support of the military.

"First of all, this concerns a significant increase in position salaries and military rank benefits," he noted.

The meeting also considered the development of Ukraine's defense industry.

According to the NSDC secretary, the efficiency of Ukraine's defense enterprises needs to be considerably enhanced.

"We need the most advanced weapons, and here we should first of all count on ourselves," Turchynov stated. - "Therefore, it is necessary to finance the adoption of the latest technologies and modernization of the leading defense enterprises," he said.

"The defense budget should provide for the funding of priority tasks, strengthening of defense capabilities and security of the country," he summed up.
