As reported by Censor.NET, this was announced by Defense Minister of Ukraine Stepan Poltorak on Facebook.
"The armed conflict in the Donbas is not frozen. Every day, people die and suffer in the east. The militants are commanded by Russian career soldiers. One example is recent detention of Ageev, a career soldier of the army of the aggressor country.
"Another concern is Russian Zapad 2017 drills. We believe that might be a provocation on the part of Russia under cover-up. Given that, Ukraine is forced to secure its defense capability," he wrote.
Poltorak praised the work of an experts group and U.S. Special Envoy to Ukraine Kurt Volker. The minister said the global community has to assess the events in Ukraine's east fairly and "to support us in our striving to defend territorial integrity and sovereignty."
As reported, U.S. Secretary of State Rex Tillerson appointed Kurt Volker, the former U.S. Ambassador to NATO, to serve as a special representative to Ukraine on July 7. Tillerson and Volker visited Ukraine on July 9. On July 23, Volker visited Ukraine's Donbas, including the areas along the demarcation line.
