Interior Minister Avakov wrote on Facebook, Censor.NET reports.
"In Melitopol, the Zaporizhia region, 25 people have been detained. They are suspected of participation in destabilization of the situation in the city, preparation of armed activities, a number of grave criminal crimes, arson attacks since March 2017," the minister wrote.
He said the city has been seeing mass arson attacks, robberies, kidnapping since March 2017.
"The rumors started to be spread in the city that the government does not control the situation in the region and is not able to handle this increase in crime rate," the interior minister said.
On June 16, a crime ring leader Tucha and four of his cronies were detained, and subsequently arrested for two months. They allegedly committed kidnappings and controlled several gyms where 'fighters' were trained.
After June 16, another 20 people were detained, all of whom are suspected of committing grave crimes, Avakov said.
"This is how the hybrid war waged against us in the rear looks like: inspired surge of crimes and spreading subversive rumors, destabilization and throwing in a demand for "Russian world" into the society... We won't buy it!" Avakov said.
