 Ukrainians with unpaid communal services to receive no utility subsidy since May 1, - government

Starting from May 1, the Cabinet of Ministers of Ukraine decided not to provide citizens with grants for the payment of communal services for the next period if they failed to pay utility bills over two months.

As reported by Censor.NET citing Interfax-Ukraine, the Resolution No. 300 of April 26 stipulates that the subsidy will not be granted for the next period if a person has not paid utility bills for more than two months. Such consumers must be advised about this by the Social Security Department.

The next utility subsidy is granted on the regular basis if a person confirms that the debt has been cleared or a contract for its restructuring has been concluded within two months from the date of notification. Otherwise the grants are provided starting from the date when a debt was actually paid or the restructuring contract was concluded.

The government also added natural gas transportation and distribution in the list of subsidized services.

The Cabinet ruled that local authorities or commissions created by them may grant utility subsidies in cases not stipulated by the current regulation.

The aforementioned grants will be funded by the local budgets.

The government ruled to grant subsidies based on the incomes of family members taking into account their income tax payments. Such incomes include grants received by guardians or custodians.

Furthermore, the grants for the payment of communal services will be based on the average monthly income of individuals received over last four quarters (instead of the last calendar year) two months before the subsidy was granted while the grants for the purchase of gas, coal, and oil for heating will be based on the income generated over the previous calendar year.
