Censor.NET reports citing Interfax quoting Kremlin envoy to the Trilateral Contact Group Boris Gryzlov.
"Due to the actions of the Ukrainian authorities, the Russian government decided to supply electricity from the Russian Federation as part of humanitarian assistance," Gryzlov said.
According to the envoy, deenergizing the occupied territory of the Luhansk region "comes as one of the actions actually tearing away certain regions of the Donbas from Ukraine."
"I should note that the Donbas residents cannot afford paying for electricity under conditions of a deliberate economic blockade from Ukraine. This issue will be certainly discussed tomorrow at a meeting of the contact group and its economic subgroup," Gryzlov said.
He added the refusal to supply electricity to certain areas of the Luhansk region was "politically motivated and at odds with the Minsk agreements."
Gryzlov stressed no power shortage is currently being experienced by consumers in the territory of the Luhansk region.
Earlier, Ukrenerho national power company cut off power supply to the uncontrolled territory of the Luhansk region.
