Federal Foreign Office spokesman Martin Schäfer told Ukrinform, Censor.NET reports.
Given the Minsk agreements, such regional elections can be held only when the two sides reach an understanding on their modalities, the diplomat said.
He added he saw no contradiction between the remarks of German ambassador in Ukraine Ernst Reichel and the official position of Berlin, noting that the regaining of control over Ukraine's state border should come only after all other provisions under the Minsk peace deal are fulfilled.
He emphasized that no one, including the German ambassador in Kyiv, has the slightest doubt as to who bears responsibility for the outbreak of the conflict in eastern Ukraine, reminding that Russia constantly backs separatists, providing financial and military aid.
Asked to comment on the Reichel's statement about the presence of Russian troops in the Donbas, Schäfer said he cannot assert that such regular forces are deployed in the separatist-held territory.
Earlier, Reichel said in an interview it was not necessarily that elections in the Donbas take place only when there are no Russian troops or Ukrainian flag is posted on each city administration.
As an example, the ambassador cited the last 1990 parliamentary elections in the German Democratic Republic, which took place in the presence of Soviet troops.
Ukraine's Foreign Ministry has summoned Reichel in connection with the incident.
