The minister said the decision on Ukrzaliznytsia's transfer was "unexpected."
"Speaking of Ukrzaliznytsia, I voted against Balczun's candidacy. I could not believe that a man who quit his job for the sake of music was ready to make a full-fledged return to the complex world of business... Unfortunately, I was not mistaken. During the first month, I realized we got a whimsical showman, not a shark from PKP Cargo (Poland's largest railway freightcarrier)...
"The situation developed in a very interesting manner. Constant controversy, the desire to engage in shows and political agreements, the willingness to be a cover rather than a manager of changes, surprising appointments, speeches and presentations that had nothing to do with reality. And enormous PR paid someone we know," Omelian said.
"When I got tired of all that, I appealed to the leadership of the state with a request to hold a meeting of all interested parties to hear a report on real situation at Ukrzaliznytsia. I did it several times both verbally and in writing. As a result, the Cabinet first paralyzed the work of the Supervisory Board...
"Then they introduced the state secretary to tame the obstinate Omelian," he went on.
The minister stressed he had "no ambition to be Ukrzaliznytsia's only reformer. I am a minister in Hroisman's Cabinet nominated by the People's Front faction. And my only ambition is to be a successful minister at the reformist government of today's Ukraine..."
"I have always believed that only independent, strong and professional people are able to create a new efficient transparent system. And such people will never be slaves or executors of someone's whims and schemes.
"Ukrzaliznytsia, Ukrposhta (Ukrainian postal service) and Ukrainian Sea Ports have no other option than corporatization. Independent strong boards of directors and supervisory boards. The state only ensures a transparent mechanism of their work.
"And the most important thing. All that has been recently happening takes us away from Maidan. Not in terms of time but in terms of goals," the minister wrote.
He also published his letter to the prime minister on the situation around Ukrzaliznytsia.
