In May 2013, son of Crimean Tatars leader Mustafa Dzhemilev, Haiser, out of negligence shot his friend Fevzi Evdemov dead from a rifle in his own courtyard. After the occupation of Crimea in spring 2014, Russian law enforcement agencies decided to launch another investigation in the case. Haiser was taken from Crimea to the Krasnodar Kray and pronounced guilty of killing by recklessness and sentenced to five years in prison, despite Haiser's Ukrainian citizenship.

Russia had been denying Ukraine's requests for extradition of Haiser Dzhemilev to his home country.
