Baer said today at a meeting of the OSCE Permanent Council in Vienna, Censor.NET reports citing UNIAN.
According to him, the OSCE is seriously concerned about Russian hybrid forces' military build-up in the vicinity of Mariupol.
Baer reminded that Nov. 14, Russian-terrorist forces impeded OSCE observers' access to two areas north-east of Mariupol.
Given the fact the OSCE Special Monitoring Mission saw a link between the restriction of access and cease-fire violations, it's quite possible that combined Russian-separatist forces are planning attacks against Mariupol and its environs, Baer remarked.
The diplomat also recalled that only two weeks ago Russian-separatist forces hit the Mariupol suburban area, using multiple rocket launchers.
Baer called on Russia and its proxies to provide monitors with full and unrestricted access to areas near Mariupol and immediately withdraw all prohibited weapons.
