Turchynov's told Lb.ua, Censor.NET reports.
Speaking about the results of the meeting in Berlin, where agreements were reached with respect to the appearance of the police mission in the Donbas, Turchynov said that "the process of the occupied Donbas reintegration is not possible without closing borders". It requires an armed police mission under the auspices of the OSCE on the demarcation line and at the border.
At the same time the NSDC secretary stressed that the concept of "border control" is very ambiguous.
"Imagine the OSCE post and another convoy with ammunition, military equipment and Russian soldiers is passing by. What do OSCE representatives control in this situation? They would record that system does not work and the war continues? Only if we regain control over the Ukrainian border, the continuous supply of weapons, equipment, ammunition, Russian troops will be stopped... Otherwise, it is like pouring water into a bucket without a bottom," Turchynov said.
"They [OSCE mission - ed.] work as regular clerks in a respectable company: they end up at 4 p.m and go to rest. And exactly at this time the militants' attacks begin. Although, the last time I was in Vodiane, our positions were fired in the daytime too. And there were no OSCE representatives as well. Maybe they were busy with something "very important"... It is no a secret that there are many representatives of Russian Federation and other countries cooperating with Russia among the OSCE observers. It drastically reduces the effectiveness of SMM's work.
At the same time, the OSCE monitors can only move freely on the territory controlled by us. They are not allowed to approach the locations where banned heavy weaponry are kept," the NSDC secretary stressed.
