The total of 1,000 foreign delegations are expected in Kyiv on Thursday.
President of the European Council Donald Tusk has also arrived in Ukraine.
Israeli President Reuven Rivlin was in Kyiv on Tuesday, however, he was forced to return to his country due to death of former President Shimon Peres.
A concert will be held in the National Opera on Thursday in commemoration of those killed in Babyn Yar.
Access of vehicles to Kyiv downtown will be limited on Thursday.
Babyn Yar is an area in Kyiv used by German Nazi troops for execution of thousands of Jews, Roma, Soviet activists, and Ukrainian nationalists during the Nazi occupation of Kyiv in WWII.
Only on Sept. 29-30, 1941, about 34,000 Jews were executed by shooting in Babyn Yar. The total number of victims is estimated to be between 70 and 200 thousand people.
Those executed in Babyn Yar include 621 members of Ukrainian Nationalists Organization (OUN) and a well-know Ukrainian Jew poetess Olena Teliha. The street near Babyn Yar has been named after her.
