Given the repeated unsuccessful attempts to establish order in the "7th Separate Motorized Rifle Brigade" of the Russian army (Debaltseve), which started even before elimination of its commander, Russian Colonel Alexander Bushuev (killed July 3 at Torez), the command of the "2nd Army Corps" (Luhansk) of the Russian Armed Forces began to redeploy units of the brigade in a secondary sector (Brianka town). This led to theft of military property and ransacking of civilian infrastructure facilities.
In particular, investigation into the theft of components and assemblies for combat vehicles, which led to failure of two armored and one infantry combat vehicles, was initiated on Sept. 23. The main suspects are soldiers of the "7th Brigade" Alexander Ostrokhov (born 1971), Gennadiy Stepanov (born 1971), and Dmitriy Rybalkin (born 1982).
Moreover, two soldiers, Dmitriy Bazan (born 1981) and Nikolay Svitan (born 1992), were apprehended in Luhansk while trying to steal an iron gate to furnish the new station in Brianka, as ordered by their commander. The thieves were locked behind the same gate they were trying to steal until the military police arrived.
