U.S. Secretary of Defense Ash Carter and his Ukrainian counterpart Stepan Poltorak have signed the "Concept of development of partnership between the Ministry of Defense of Ukraine and the Department of Defense of the United States for five years."

Сensor.NET reports quoting Poltorak's Facebook page.

"This is the first time in history that we have signed a cooperation agreement for such a long period. It is aimed at supporting Ukraine's defense reform and will help implement the programs of bilateral cooperation, transfer of military equipment, material and technical resources, service delivery and training of personnel," he wrote.

According to Poltorak, Carter said at the meeting the U.S. position on the aggression against Ukraine is unwavering, the annexation of Crimea will never be recognized, and the hybrid war in the Donbas will end in Russia's humiliating defeat.
