"Yes, I would agree. I would legalize the things which are happening anyway. In Ukrainian army, a captain commands a brigade; he is not even a colonel. A captain can handle a mission. There were instances when, as during the seizure of the Kramatorsk airfield by the separatists, a group was headed by a colonel, another one by a major and the third one by a captain. Only the captain brought his group to the end," she said.
"So a captain acts at the level of a lieutenant colonel, commander of the brigade, division, or battalion. A colonel, a brigade commander acts at the level of the General Staff. The rest of the General Staff are just dozens of colonels and generals, and we have too many of them. They just slow down everything. I would legalize a really effective army and sweep away everyone who absorbs money, stimulates corruption and harms those at the front line," she added.
