The president said the Donbas developments should follow the Minsk agreements' logic, which includes several parts. The first is the security priority, which means real cease-fire, which is not in place yet, Poroshenko said, answering a question on lack of amendments to Ukraine's Constitution.
According to the head of Ukrainian state, Ukraine has withdrawn some of its weapons and cooperates with the OSCE SMM, which has many times stressed that Ukraine fulfills its obligations. At the same time, Poroshenko noted, Russia continues supplying weapons and ammunition through the uncontrolled section of the border and redeploys its troops with a single purpose - to continue escalating the situation.
The president named the prerequisites for making amendments to the Constitution.
Russian troops should leave Ukraine; OSCE's Mission should have access to the uncontrolled section of the Russian-Ukrainian border and other areas where it is important to withdraw heavy weapons and equipment, Poroshenko stressed.
Only after these prerequisites are fulfilled, the elections could be organized, the president said. They need to be free, democratic, and honest, which sounds impossible in the current situation, Poroshenko noted.
As reported earlier, Rada speaker Andrii Parubii is certain that amendments to the Constitution of Ukraine in decentralization will not be voted for in the near future.
