 Cabinet developed bill on benefits monetization, Social Policy Minister says

Minister of Social Policy of Ukraine Andrii Reva says that the Cabinet of Ministers has developed the bill on benefits monetization.

The monetization of benefits should have been introduced a decade ago. Minister of Social Policy Andrii Reva expressed such opinion to Uriadovyi Courier - the national daily newspaper published by the executive branch of power in Ukraine, Censor.NET reports citing the press office of the Cabinet of Ministers.

Andrii Reva said: "What has not been done then should be fulfilled now. Let's take the travel privileges as an example: all public vehicles in Kyiv are almost broken because we have granted concessions for riding on passenger transport to the people but have forgotten to pay off reimbursement to service providers.

"Here is another example: a person enjoying privileges, let's say a Chornobyl cleanup veteran, has the right to travel free-of-charge. One may enjoy it daily living in a big city while a resident of a remote village may exercise one's right only once a year when one decides to visit relatives within Ukraine. Therefore, I think it would be fair to provide people with equal amounts of money instead of conditional privileges. And they will be free to decide by themselves whether to spend it for food, drugs or vacation after all. That will be definitely fair. And the richer the state will become over time, the greater these compensations will be. Certainly, there will be a lot of dissatisfied who will find something to complain about. But I'm sure of the boost in the municipal transport development after it will be fulfilled while the people will see and feel it.

"The issue of benefits monetization is tackled from year to year both by the government and expert community. The latter believe that allocation of money to the privileged persons is a far more efficient approach. In fact, the monetization means the process of transforming the state's obligations into the funds for the persons entitled to benefits.

"The draft law on the benefits monetization has already been developed and will subsequently be submitted to the Verkhovna Rada."
