President of Ukraine Petro Poroshenko told a press conference, when asked about the possibility of holding elections in the occupied territory of the Donbas, Censor.NET reports.
"There has been almost zero progress in the Donbas this year, including in the past two weeks. On the contrary, the combat situation has aggravated.
"Is there a chance for holding elections in the occupied territories of Donbas? Yes, there is. Is it possible to hold them now? Yes it is, if the elections are held by the occupiers themselves. Neither we nor the world will recognize these elections, just as we did not recognize fake elections of Nov. 2, 2014, just as we do not recognize the fake referendum in Crimea that was held by the invaders.
"Will it be possible to hold the elections, envisaged by the Minsk agreements, under Ukrainian laws, which will become the mechanism of sovereignty restoration over the occupied territory? It will be possible. We clearly state that the logic of the Minsk agreements stipulates for ensuring security component first, and only then the political one can be implemented. The humanitarian component goes hand in hand with this process. The security component means not just cease-fire. It is not enough," the president explained.
Poroshenko has also noted that the concept of the Ukrainian law is now being discussed, according to which the elections can be held in the occupied territory after the required security level is reached.
"The concept is discussed as well. I'm not going to keep it a secret. What the electoral law must be like? It must be Ukrainian. And this nonsense spread by the Ukrainian politicians, pulled out of a hat, is not true. I want to thank Head of Opora Olha Aivazovska for proficient assistance in the development of this concept. I was pleasantly surprised by the assistance she has provided to the Tripartite Contact Group," he said.
Earlier, Aivazovska said commenting on the process of preparing the negotiations on the elections in the Donbas: "Kyiv wants the persons displaced from the Donbas to be able to vote without returning home."
