As reported by Censor.NET citing Interfax-Ukraine, he said it to reporters on the sidelines of the international conference "Ukraine - EU: turning challenges to opportunities" in Kyiv on Friday.
"I find it unacceptable to talk about election date until Russian occupying forces stay in our territory," the speaker said.
He stressed that holding elections in the presence of Russian troops in the Donbas would be a violation of the constitutional rights of local residents.
"Election is the supreme instrument of democracy, which can be used only in conditions of our citizens' full security, freedom of assembly, and freedom of speech. If drunk militants are sitting there, filling in some ballots - we have witnessed such a situation in Horlivka, when the mayor was forced to leave and "right" ballots appeared - if basic democratic principles are not provided, it will mean that we have betrayed our citizens who are now kept hostages by Russian invaders. They will be deprived of their right to vote," Parubii said.
