Only Russia’s full compliance with Minsk agreements will be prerequisite for local elections in Donbas, Ukraine’s Foreign Minister says

The possibility of holding local elections in the Donbas can be discussed only after Russia fulfills the Minsk agreements.

Minister of Foreign Affairs of Ukraine Pavlo Klimkin said delivering his speech at a meeting of the Committee of Ministers of the Council of Europe in Sofia (Bulgaria) on Wednesday, Censor.NET informs citing Interfax-Ukraine.

"Ukraine notes that only full implementation of the Minsk agreements by Russia and demilitarization of the Donbas under the international security mission can pave way to the political settlement. Otherwise it is impossible to talk about the future of the political processes, including the preparation for the local elections," Pavlo Klimkin said.

He also stressed that the release and exchange of all hostages and illegally held persons, which was one of the provisions of the Minsk agreements, was unconditional and did not depend on other provisions fulfillment.

"This issue remains a priority for the Ukrainian side. Against the background of the recent decision of the Committee of Ministers on the situation in Ukraine and the PACE resolution 2112, I call on Russia to immediately release all Ukrainian political prisoners held in Russia and Crimea," the foreign minister said.

"It is my strong conviction that one of the tasks of the Council of Europe is to monitor closely the situation in Russia and rescue the Russian non-governmental organizations, journalists, and human rights activists from danger, restore democratic values and mechanisms in Russia," the minister said.
