"I consider it necessary to make another attempt to overcome the blockade in relations between Kyiv and Moscow. We have lost time. The cease-fire regime has become more fragile, the number of its violations and casualties rises rapidly," he said in an interview with the weekly Welt am Sonntag.

According to Steinmeier, the meeting in Berlin should discuss the preparation of local elections in eastern Ukraine. The minister said there were "concrete suggestions" in this regard. He also said that the OSCE had come forth with an interesting initiative intended to stabilize the cease-fire. Germany is currently holding the OSCE presidency.
