"By taking the decision No. 54, Kyiv City Employment Center was acting within its authorities and exclusively within legal boundaries. At the same time I want to note that the employment service is no longer that old archaic institution. We are in the process of the reform and open to anything.

"I have received the statement by citizen Shuster and, as a reaction to this document, we stop the decision until circumstances are clarified. Thus, as of today, the work permit of Canadian citizen Shuster No 43388 is effective," acting head of State Employment Service Serhii Kravchenko said.
