The Verkhovna Rada chairman reported that the situation in the Donbas remains complicated despite the declared cease-fire. In particular, since the beginning of 2016, the number of attacks against the Ukrainian military has increased significantly in comparison with last year December, Hroisman said.
The head of the Parliament stressed that Ukraine is committed to the implementation of the Minsk agreements. Thus, the Verkhovna Rada adopted a number of necessary legislative acts. At the same time "Russia shows no resolute intentions to implement the Minsk agreements" and assumed commitments, he added.
"Our goal is to pursue the implementation of the Minsk agreements, the withdrawal of Russia's armed forces and Russian-backed militants from the territory of Ukraine," the Verkhovna Rada chairman stressed.
He also noted that the elections in the Donbas have to be democratic and free and take place only in line with the Ukrainian legislation after Russian troops' withdrawal. "Of course, we need to increase the role of the OSCE in this process, regain the control of the border, hold democratic local elections. We are all supportive of it. But we can not hold elections under fire, without complying with the Ukrainian legislation, in the presence of Russian armed forces and their proxies, and without the participation of Ukrainian political parties," Hroisman concluded.
