"Elections should take place after the situation improves, after the border would be under [Ukrainian] control, after they [the Russians] would stop the support of the separatist groups. It looks logical, but this view is not shared by all," the minister stated.
Linkevičius noted that in demanding that the Minsk agreements be implemented, not only their letter, but also spirit and common sense should be followed.
It is necessary to ensure that OSCE monitors, Ukrainian mass media, and political parties are present in the Donbas for elections to be held, he stressed.
As previously reported, Ministers of Foreign Affairs of Ukraine Pavlo Klimkin, Russia's Sergey Lavrov, France's Jean-Marc Ayrault, and Germany's Frank-Walter Steinmeier failed to reach an agreement on the dates of elections in the Donbas during their meeting in Paris (France) on March 4.
