 Judicial system reform may be imlemented within 18 months, - Minister Petrenko

Unreformed judicial and law enforcement systems are the main obstacles to development of business in Ukraine.

Minister of Justice Pavlo Petrenko said during a meeting with representatives of the European Business Association, Censor.NET informs referring to Ukrainski Novyny.

At the same time, he admitted that the reform of country's judicial system might be accomplished within 18 months (until August 2017).

"If, along with amendments to the Constitution, a package of constitutional laws that simplify the composition of courts is adopted, because I believe that the higher specialized courts should be abolished as an unnecessary link... it will be possible to restart the Supreme Court and courts of appeal within 18 months," he said.

According to Petrenko, new judges of the Supreme Court and 22 courts of appeal should be hired through open competition.

The minister stressed that assessment commissions should be formed with the participation of general public, following the example of anti-corruption commissions.

"There is an idea we are currently working on with the Reanimation Package of Reforms: to establish without waiting for amendments to the Constitution a separate chamber consisting of experts, including international ones, at the level of cassation instance and the Supreme Economic Court. The list of these arbitrators will be formed by the business association, chamber of commerce, and business ombudsman," he said.

At the same moment, Petrenko stressed that he considered unreformed judicial and law enforcement systems the main obstacle to development of business in Ukraine.
