"UN Security Council Resolution 2254, for which the Russians voted, calls on the regime and all parties to cease bombings and other attacks on civilians, not eventually but immediately, not soon but now. It's difficult in the extreme to see how strikes against civilian targets contribute in any way to the peace process now being explored," Kirby said.
The American diplomat said that peace talks can not continue while civilians die. Kirby noted that the Kremlin declares its interest in the peaceful settlement of the Syrian conflict as well as the need to fight against ISIS.
At the same time, Russia continues to bomb settlements controlled by the opposition. "So again we call on Russia to focus their military energy in Syria on Daesh," Kirby stressed.
