"Late last year we decided that it was necessary to hold a fair and transparent public tender to acquire street and area lighting elements to reduce energy consumption in the country, so that the new high-quality lighting appeared in schools, hospitals, on the streets all over the country. We instructed to hold a tender, since we have new government, new heads of the state-owned companies. The state company "Ukrainian environmental investments" announced a tender for implementation of 480 million hryvnia of budget funds.
"Everything was performed with clock-work precision, according to the law - the tender was held and there was a winning company. The name of the company is Ahrotekhbud. There was a bill introduced to the government Dec. 30, 2015 to make an advance payment of up to 75% of the 480 million to Ahrotekhbud. That is to provide opportunity to make advance payment in the amount of 400 million hryvnia for the company to purchase new energy-efficient lighting elements. And this is where it's getting really interesting.
"The information was received Dec. 30 and I have not signed a decree on pre-payment. Why have I not signed it? Because there was information Dec. 30 that the company Ahrotekhbud was registered in an apartment, it was never engaged in any activity declared in the documents submitted for participation in the tender. The director and the owner of the company had changed just a few days before the tender, and it was registered in the city of Donetsk. I instructed the State Financial Inspection to check the tender.
"It turned out, the State Fiscal Service has reported, that the legal entity is a dummy. The director is a dummy. The founders, who allegedly signed a protocol on participation in this tender, bore testimony that they had not signed any protocols. It means that 400 million hryvnia just intended to be embezzled," Yatseniuk said.
The prime minister urged the National Anti-corruption Bureau of Ukraine (NABU) to conduct investigation into this fact and promised government assistance.
