According to the court decision of Dec. 22, 2015, there were no elements of crime found in the actions of Protsenko.
Volodymyr Protsenko was accused of proposing to provide premises to hold the so-called "referendum" in the city on granting independence to the self-proclaimed "DPR" when he chaired an extraordinary session of the Debaltseve City Council May 5, 2014, during his tenure as the mayor of Debaltseve.
The defendant has not pleaded guilty. He explained that about 400 people have gathered outside the building of the city council that day in the morning. They denied access to the building to employees and demanded to hold the session threatening to capture the city council and other administrative buildings. He informed the regional state administration and the security service on the incident. The court has accepted the testimony of Protsenko and declared him not guilty as a result.
It should be reminded that Interior Minister Arsen Avakov reported on the detention of Protsenko Jan. 23, 2015 having specified that the person was involved in organization of a referendum on creation of the "DPR" and participated in the creation of the so-called "Debaltseve People's Guard".
