 Decentralization, payroll tax reduction, and simplified taxation as key features of 2016 budget

Verkhovna Rada Speaker Volodymyr Hroisman hopes that this week the parliament will adopt the draft budget for 2016, and the document will become effective on Jan. 1.

This was announced by Hroisman at a meeting of the parliamentary coordination council, Censor.NET reports referring to TSN.

Hroisman elaborated on several controversial provisions of the document. These are the most positive budget's items, the speaker noted.

"We have been working all these days and have come to certain agreed positions. First, we have supported the financial decentralization. This means that local budgets will have the same system as in 2015, and there will be no issues regarding kickbacks or destruction of the decentralization system in this budget. Second, it's the unified social tax, that is payroll tax will be decreased to 22 percent. This is a positive moment about reporting real salaries. Another important moment - we have agreed that the system of simplified taxation for small and medium businesses will remain in place," the speaker said.
