 Failure to comply with Budapest Memorandum proved that disarmament was senseless – Turchynov

When Russia destroyed the system of collective security, the paradigm of the new age transformed into the medieval mode of the "right of the force," posing a potential threat to everybody.

Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov said, Censor.NET reports.

"21 year ago, on Dec. 5, 1994, Ukraine signed the Budapest Memorandum. Ukraine, a three-year-old independent state was convinced to surrender the nuclear weapons it inherited from the collapse of the USSR in exchange for a pledge from the other signatories - Russia, the United Kingdom, and the United States - that they would uphold and respect Ukraine's sovereignty and territorial integrity. The political leadership of Ukraine believed in the effectiveness of international safeguards back then. 20 years later it turned out that there were no grounds for the guarantees, even though the document was signed by the highest officials of the signatory countries," he said.

"We were not only deprived of the nuclear weapons, but also of all the nuclear warhead carriers. We blew up the missile silos, disposed of the rocket fuel, and destroyed the control center... Ukraine has lost its strategic bombers and cruise missiles, which, by the way, are now used in the Syrian war by Russia. The Kremlin puppets, who were part of the Ukrainian authorities, tried to finally destroy the Ukrainian army and the entire unit, which is responsible for security and defense of the country," Turchynov noted.

"In Feb. 2014, 20 years after the Memorandum was signed, one of the signatory countries attacked Ukraine. Russian troops occupied Crimea, while Russian parliament allowed Putin to send troops into the territory of Ukraine.

At that time, the power system of Ukraine was completely destroyed, the economy was ruined, the army turned non-battleworthy, and the force structures were demoralized... Being in the midst of those events immediately after the election of the Chairman of the Verkhovna Rada, I addressed our strategic partners asking for assistance under the Memorandum. However, they answered politely that the Budapest Memorandum is a formal document which does not provide real mechanisms for implementation of the guarantees. So... Ukraine was actually disarmed, while the guarantees were "nominal." They sympathized and supported us politically and economically, but it became clear that we will have no protection and we must rely solely on our own forces. We are still not provided with lethal weapons, which we needed so badly, especially when the aggression just started, " he stressed.

The weapons have once again become the main argument in international relations, proving the forgotten old rule: if you want peace for your country, prepare for the war. Ukraine should also make one more conclusion from these events. Everyone must rely solely on themselves in the new millennium. Therefore, the value of the Armed Forces cannot be overestimated for our country today, " Turchynov concluded.
