"No more using Soviet era equipment. The Armed Forces should begin to consistently order new equipment and new inventions. In 2015, the Ministry of Defense has not accepted for service Dozor B armored vehicle developed by "Morozov Design Bureau" State Enterprise in Kharkiv. At the same time, our Dozor was created in record-breaking time like the T-34 tank: the prototype was produced in February and started undergoing state tests as early as in September having successfully passed them subsequently. There are currently ten pieces of this equipment on the stocks of the Lviv armored plant. We are waiting for the decision of the generals on its adoption for service and an order for the first batch," Romanov said.
According to him, "if the Defense Ministry is unable to make the government order, the defense companies should be permitted to trade with foreign partners."
"The foreign currency earnings will inflict losses to the enemy allowing us to sidestep rivals," Romanov said.
Asked about the import substitution in the production of military equipment, Romanov said: "We are talking only about the replacement of Russian parts and components. In this regard, we are ready to cooperate with the manufacturers of Turkey and China."
