Interior Minister Arsen Avakov wrote in his blog on Censor.NET.
"Attention car owners! ... I have submitted a decree to the Cabinet today, which was actively supported: the bill of sale is no longer required to register a vehicle!" he wrote.
The minister has also added that in order to register a car, a seller and a buyer have only to sign a purchase/sale agreement in any service center of the Ministry of Internal Affairs of Ukraine in the presence of its manager, who would prove identities of the parties to the transaction on the basis of their documents free of charge.
The documents currently required for the registration of a car by the new owner:
• Purchase/sale agreement (gift agreement) signed by the buyer and seller personally at any service center of the Ministry of Interior of Ukraine in the presence of a center manager on production of an identity document. The cost of service includes only compulsory payments envisaged by law.
• The buyer may submit notarized purchase/sale agreement to any service center of Ukraine and deliver payment for notarial services in addition to compulsory payments.
• The buyers of new cars (from legal entity) should submit one's ID and a purchase/sale agreement confirmed by the seal of the seller to a service center. Only compulsory payments established by law will be delivered.
